PURPOSE: To apply technical standards, principles, and concepts to a variety of problems of a moderate scope and complexity specifically in the fields of homeland security, counter-terrorism, counter-proliferations, and crisis/consequence management emergency response related to employment of Chemical, Biological, Radiological, Nuclear or Explosive (CBRNE) weapons. May serve as an Operations Planner in a variety of the ORISE National Security and Emergency Management Programs that supports federal, state, and local agencies.
ESSENTIAL JOB FUNCTIONS:
Research and prepare a variety of briefings, articles, publications, reports, policy notes, and staff papers following general guidance in support of program activities.
Edit and enhance reports and briefing materials for presentation to government agencies.
Coordinate moderately complex research and point/decision papers in support of operations planners throughout the organization.
Participate in training development and readiness activities designed to enhance the overall readiness of government agencies to respond to CBRNE events.
Attend meetings and compose notes, trip reports, and after actions reports.
Surge to support personnel requirements in various NSEMP programs on a temporary basis to include being detailed to off-site locations on a temporary basis.
Assume other operational duties as required. A challenging component of this position involves responding to fast moving requirements that are new and unexpected. It will be important to maintain situational awareness of NSEMP programs in order to respond quickly to the dynamics of an ever-changing national security mission.
Bachelor's degree in National Security, Government Affairs or related discipline required and two - four years of job related experience (higher level related education beyond a bachelor's degree may substitute for experience requirements). Demonstrated knowledge of the threat to National Security posed by terrorist use of CBRNE weapons and the ability of the United States or State Governments to deal with this threat through intelligence collection, technical detection, interdiction and tactical/technical or first responder actions. Detailed understanding of the workings of the National Response Framework(NRF) and the National Incident Management System (NIMS) which supports the interagency counter-terrorism, counter-proliferation, and consequence management communities and their associated programs. Demonstrated verbal communication skills to articulate ideas and opinions in a clear, confident, and creditable manner. Demonstrated ability to effectively communicate information and ideas in writing reports, briefings, and seminars. Field and national level experience as an emergency response advisor or proficiency at both planning and conducting a variety of counterterrorism and CBRNE training and readiness events is a plus. Must have the ability to obtain and maintain a DOE "Q" security clearance.
