PART-TIME TEMPORARY POSITION
PURPOSE: To apply technical standards, principals, concepts, and operational expertise to a wide range of difficult problems specifically in the fields of homeland security, counter-terrorism, counter-proliferations, and crisis/consequence management emergency response related to employment of Chemical, Biological, Radiological, Nuclear or Explosive (CBRNE) weapons.
ESSENTIAL JOB FUNCTIONS:
Contribute to the technical development of emergency response plans and their integration into a national incident management system. Participate in the development of standard operating procedures related to ongoing training and readiness activities.
Research and draft recommendations that reinforce or expand guidance to emergency responders on agency/department's response policies.
Research and prepare a wide range of briefings, articles, publications, reports, briefing materials, and background materials to communicate important policies and procedures. Write and edit manuals, reports, and other materials to articulate the agency/department's programs and mission.
Coordinates a wide variety of writing projects with subject matter experts throughout the department.
Surge to support personnel requirements in various NSEMP programs on a temporary basis to include being detailed to off-site locations on a temporary basis.
Assume other operational duties as required. A challenging component of this position involves responding to fast moving requirements that are new and unexpected. It will be important to maintain situational awareness of NSEMP programs in order to respond quickly to the dynamics of an ever-changing national security mission.
Bachelor's degree in National Security, Government Affairs or related discipline and five - eight years of job related experience or equivalent combination relevant education and experience. In-depth knowledge of the threat to National Security posed by terrorist use of CBRNE weapons and the ability of the United States or State Governments to deal with this threat through intelligence collection, technical detection, interdiction and tactical/technical or first responder actions. In-depth understanding of the workings of the National Response Plan (NRP) and the National Incident Management System (NIMS) which supports the interagency counter-terrorism, counter-proliferation, and consequence management communities and their associated programs. Familiar with the workings of the agencies that are supported under the National Security and Emergency Management Program and the interagency counter-terrorism, counter-proliferation, and consequence management communities. Demonstrated verbal communication skills to articulate ideas and opinions in a clear, confident, and creditable manner. Demonstrated ability to effectively communicate a wide variety of information and ideas in writing reports, briefings, seminars, and other materials. Must be able to obtain and maintain a Department of Energy "Q" clearance.
