PART-TIME/TEMPORARY POSITIONS
 
PURPOSE: To apply extensive technical expertise to complex problems specifically in the fields of homeland security, counter-terrorism, counter-proliferations, and crisis/consequence management emergency response related to employment of Chemical, Biological, Radiological, Nuclear or Explosive (CBRNE) weapons. May serve as an Operations Planner in a variety of the ORISE National Security and Emergency Management Programs (NSEMP) that supports federal, state, and local agencies.
 
ESSENTIAL JOB FUNCTIONS:
 
Develop emergency response plans and their integration into a national incident management system. Develop technical solutions for standard operating procedures related to ongoing training and readiness activities.  Develop and administer required initial and follow up training for designates and staff.
 
Research and prepare complex recommendations that reinforce or expand guidance to emergency responders on agency/department response policies.
 
Provide advice and recommendations for developing authoritative information related to national response plans and incident management that benefits the overall agency/department's coordination mission in an Incident of National Significance.
 
Compose/edit interpretative responses to complex selected inquiries from department/agencies regarding national response planning and incidence management. Prepare complex written background material to be used internally and externally by department officials.
 
Surge to support personnel requirements in various NSEMP programs on a temporary basis to include being detailed to off-site locations on a temporary basis.
 
Assume other operational duties as required. A challenging component of this position involves responding to fast moving requirements that are new and unexpected. It will be important to maintain situational awareness of NSEMP programs in order to respond quickly to the dynamics of an ever-changing national security mission.

REQUIREMENTS:

Bachelor's degree in National Security, Government or International Affairs or related discipline and 9-12 years of job related experience or an equivalent combination relevant education and experience. Extensive knowledge of the National Response Plan, its annexes, and how incident management is coordinated under the National Incident Management System. Must be intimately familiar with the workings of the agencies that are supported under the National Security and Emergency Management Program and the interagency counter-terrorism, counter-proliferation, and consequence management communities. Must represent the best interests of the supported agency within that agency's organization and within the scope of interagency coordination.  Must be familiar in crisis and consequence management, be able to make sound judgments and provide advice under pressure with consideration to technical, tactical, diplomatic and political risks. Must be able to communicate clearly, confidently, and credibly.  Must be able to brief and write at a senior executive level in the Federal or State Government. Must possess a Department of Energy "Q" Clearance.
