MULTIPLE OPENINGS
PURPOSE: Provides the project management, planning, budgetary and technical oversight, and coordination necessary to operate precollege teachers and faculty, undergraduate and graduate student, and faculty research participation/science education programs and activities. This involves working with multiple sponsors (typically 5 to 10 contacts for funding), and 200 to 300 participants and scientists/mentors annually. Must work with sponsors, group manager, and/or other managers in planning, developing, implementing, and managing new programs/activities for precollege, undergraduate and graduate student, and faculty research participation/science education programs and activities. Responsible for oversight and management of applicant recruiting activities for Department of Energy (DOE) and other federally funded programs.
ESSENTIAL JOB FUNCTIONS:
Provide project management for ongoing programs to ensure that all activities are conducted in a timely manner and meet quality expectations. This includes interacting with participants, mentors, laboratory administrators, and program sponsors in response to questions and to provide programmatic and other requested information.
Serve as the back-up to the group manager during absences from the work place. Represent the group, SEP, and ORISE/ORAU on various committees and professional societies, and at national meetings and public forums.
Plan and manage applicant recruiting approaches for Department of Energy (DOE) and other federally funded programs. This involves developing outreach/promotional strategies, preparing program announcements/flyers, and assigning staff to participate in professional meetings, conferences, campus fairs, etc. for recruiting purposes.
Provides daily direction and oversight of the work of program specialists.
Monitor program funding documents and costs to ensure that expenditures meet the specifications of the funding document and program statement of work and meet the ORISE/ORAU and federal policies and procedures. Maintain databases to monitor funding approvals and availabilities to match participant appointment obligations. Prepare, develop, and monitor program budgets; meet budget targets.
Assist group manager, other SEP managers, and other ORISE/ORAU management staff in program development activities; implement and manage new programs. Prepare proposals for new programs. Identify and qualify new areas for program initiatives and position SEP as the organization most likely to win targeted new business.
Working with the group manager to establish standards of performance and implement quality control measures. Formulate, prepare and deliver reports, briefs, evaluation and other materials.
Bachelor's degree in science, education, business administration or related field and four - six years of job-related experience or an equivalent combination of education and experience. Must have experience in working with the federal agencies, laboratories, and organizations involved in education and academic research. Must have knowledge of research training and experience needs of students, postgraduates, postdoctoral fellows, and university/college faculty; the unique needs at HBCUs and other MEIs related to cultivating and nurturing faculty and student research; and how laboratories may provide research training/experience opportunities for university (including HBCU & other MEI) faculty, students, postgraduates, and postdoctoral fellows. Must possess the ability to develop effective working relationships with the wide array of participant types, mentors, sponsors, federal agencies, and professional organizations. Must have a knowledge of policies, requirements, and procedures involved in the recruiting, application processing, and selection of applicants as well as the administrative tasks related to providing payments to or for, and support to, participants. Extensive knowledge of effective, cost efficient methods to recruit large numbers of highly qualified, diverse applicants required. A familiarity with technology tools for management, modeling, forecasting, and reporting purposes desired. Travel required, one - two days per month.
