Training & Development Specialist 2

PURPOSE:  To provide technical training analysis, design, development, delivery, and evaluation for the training and qualification of Department of Energy (DOE) Oak Ridge Office (ORO) technical staff, including the facility representatives, safety system oversight personnel, and subject matter experts.
 

ESSENTIAL JOB FUNCTIONS:
* Evaluating training programs, courses, and materials to provide feedback information. Developing and maintaining facility-specific interim, initial, delta, just-in-time qualification and requalification objectives, study guides, field assignments, written and oral examination materials.
 
* Implementing training programs including beginning, advanced/refresher, and train the trainer courses. Assisting with the development and delivery of program-specific training and qualification activities in several learning environments (e.g., utilization of hands-on, field, and classroom instruction).
 
* Assisting oversight professionals with the development of proficiency statements and the assembly of documentation that supports said proficiency statements.
 
OTHER JOB DUTIES:
* Designing procedural or instructional content format based on the results of the needs/job/task analysis. Developing and maintaining training materials specific to lectures and classroom environments dealing with initial and requalification topics.
 
* Interacting with clients to develop training program plans and related activities.  Supporting annual and interim staffing needs analyses.
 
* Serving as project lead for instructional design and implementation projects.
 
* Performing training management support functions. Developing and maintaining a training documentation/information library with management and contractor input and support to address specific ORO needs.
 
* Developing and maintaining a training tracking and training notification mechanism, and assisting in the scheduling ORO personnel for program specific training.

REQUIREMENTS:

Bachelor's Degree in Instructional Design, Adult Education or Curriculum Development and a minimum of three to five years job-related experience or an equivalent combination of education and experience.  Must have experience as a training developer, specifically conducting needs assessments, designing and developing various training materials such as job aids, participant and instructor manuals, and conducting evaluations of courses.  Prior experience in working with DOE facility representatives and subject matter experts desired.  Must have knowledge and experience in the application of the principles of adult learning theory and systematic processes to create engaging training solutions.  Must have the ability to design and develop high-quality instructional materials, job aids, courses, etc., on a variety of topics related to ORO operations and facilities.   Strong presentation, communication skills, collaboration and team working skills required.  Must have excellent writing skills and be able to write clear and concise text on appropriate level for target audience and have the ability to analyze and simplify complex processes to design learning activities.  Must be able to obtain and maintain a DOE "Q" security clearance; current clearance preferred.  Moderate travel required.
