Bs Dev Representative 4 Proj Mgr

PURPOSE: To promote business opportunities for National Security and Emergency Management Programs (NSEMP) along with other government contracting opportunities for ORAU in the Washington, D.C. market. Major process areas include market research and analysis, proposal writing and production, post-proposal activities, and capture managementin the national and homeland security, emergency management and response, and other areas that support the business growth of NSEMP.
 
ESSENTIAL JOB FUNCTIONS:
 
* Conduct corporate market research and analysis. Perform research to identify potential new business opportunities and markets. Analyze and evaluate government policy and funding trends. Conduct economic analysis of potential new NSEMP/ORAU services, technologies, and products. Perform research, compile and analyze information to produce customer and competitive intelligence reports. Prepare and deliver briefings.
 
* Contribute to and provide project management  for proposal teams, including helping to formulate competitive strategy, information gathering, and writing proposals using industry standard proposal processes. Work with team members to compile cost, schedule, and technical elements in the development of proposals in accordance with requests for proposal (RFP) specifications. Write proposal sections and answer data calls as required. Research and analyze historical data from within ORAU and industry. Lead meetings and work processes as directed by NSEMP Group Manager for Business Operations or the Director/VP for NSEMP.
 
* Recruit and bring together internal and external resources to form teams that conduct studies and analysis, and produce White Papers, Analysis Reports, and other print and Web-based products. Organize and coordinate meetings involving potential NSEMP/ORAU clients that support both programmatic and organizational business goals.
 
* Assist the NSEMP Program Director and staff in planning, conducting, and following through on new business opportunities. Work with NSEMP program management to plan and execute targeted positioning and sales projects. Provide support in negotiations and work activities involving senior government and company officials.
 
* Conduct, coordinate, and support long-term direct sales projects. Contribute to capture management projects, including relationship-building, developing informational materials, and planning/executing marketing strategies. Plan customer contact schedules and interview guides. Evaluate customer information and recommend approach strategies. Assist with teaming negotiations and developing teaming contracts.
 

OTHER JOB FUNCTIONS:
 
* Become familiar with and understand NSEMP programs, clients, and business strategy. Assist the NSEMP Director/VP in the formulation of Annual and Five Year Business Plans. Help formulate NSEMP's strategic agenda in concert with ORAU business goals and objectives.
 

REQUIREMENTS:

Bachelor's degree in Communications, Marketing, English, Business, or related discipline required and at least eight years of job related experience or an equivalent combination of education and experience. MBA preferred. Mastery of MS Office applications required. Experience developing complex marketing plans and proposals for a variety of types of government contracts required. Marketing/Sales experience involving government contracts (not commercial sales), with proven closure ability required. Must possess a working knowledge of the industry standard competitive marketing and proposal development process. Must have experience negotiating multi-party agreements, conducting market research/competitive intelligence. Must have experience in project/work process management, and relationship management involving senior company or government officials. Professional level editing and writing required. Must be able to travel significantly. Must possess the ability to obtain and maintain a DOE Q clearance.
