Mgr General Sciences

PURPOSE: To manage science activities involving the forensic, technical and analytical support provided by ORISE specialists performing forensic laboratory related tasks.  Interact with management and other personnel as appropriate, to maximize scientific examination efficiency and effectiveness. Plan, organize, direct, distribute, and balance employee workload; perform related management activities associated with ORISE scientific analysis functions to ensure quality service. To perform specialized duties of a Physical Scientist, Forensic Specialist, Forensic Examiner or other scientific specialty.
 
ESSENTIAL JOB FUNCTIONS:
Provide managerial oversight of ORISE Physical Scientists and other staff consistent with established organizational structure.  Contribute input to the client and ORISE to enhance support to meet mission requirements. Enhance program effectiveness through integration and coordination with other ORISE specialties and programs.  
 
Manage staff by providing direction and assisting/guiding/mentoring staff to maximize contributions. Establish clear expectations and provide constructive feedback on performance. Plan, organize, direct, and schedule work for maximum effectiveness of employees, equipment, and material within budgetary and quality standards. Ensure proper application of human resource policies, safety, and health regulations. Monitor health, welfare, and morale of employees.
 
Administer requirements and procedures to insure correspondence, training, travel, equipment procurement, work schedules, IPPs, statistical accomplishments, record-keeping, contract requirements, and briefings are consistent with client and ORAU standards and any conflicting requirements are resolved appropriately.
 
Contribute to program efforts to identify, recruit, and hire most qualified candidates for newly established positions or as replacements for attrited staff.
 
As deemed necessary review technical reports prepared as a result of analyses and examinations conducted by ORISE employees and coordinate and integrate results with appropriate client personnel.
 
OTHER JOB FUNCTIONS:
Review operational effectiveness and efficiency of the general science related support provided by ORISE and recommend improvements when necessary. Implement approved recommendations through application of appropriate resources within stautory, procedural, budgetary, and policy parameters. Follow through on implemented initiatives, making appropriate course corrections. Perform specialized duties of a Physical Scientist, Forensic Specialist, Forensic Examiner or other scientific specialty.

REQUIREMENTS:

Bachelors degree in Physical Science, Life Science, Forensic Science or related discipline and more than 10 years experience or an equivalent combination of education and experience. Must have a thorough understanding of the physical and life science elements. Must possess background or training/education in evidence-handling protocols and procedures. Must possess a solid understanding of the threat to National Security posed by the proliferation of improvised explosive devices and weapons of mass destruction, the ability of the United States to deal with the threat through technical and forensic detection, scientific analyses, interdiction and tactical/technical response.  Must be familiar with the workings of the interagency counterterrorism (CT) community and its associated programs and be able to recognize and extrapolate opportunities to enhance effectiveness in countering the threat.  Must be capable of understanding world terrorism trends and threats and supporting and contributing to planned measures to counter the threat, particularly IED and WMD threats.  Must be capable of briefing and advising senior federal officials and staff about ORISE programs.  Must possess a thorough understanding of, and ability to apply, evidence-handling procedures and protocols. Must possess the ability to manage resources and programs related to counterterrorism, national and homeland security, and law enforcement at the state, regional, local, and Federal levels. Must have extensive experience applying knowledge and skill in the principles, theories, concepts, and practices of biological or physical sciences. Must have extensive knowledge and skill in the use of laboratory equipment, instrumentation, and various biological or physical science processes.  Experience as a leader of programs associated with CT and homeland security operations supporting National Security interests is preferred. Must be able to obtain and maintain a Top Secret security clearance
