Partnerships for Innovation
PURPOSE: To assist the Vice President in leading the strategic growth of the program's health education and training business lines. The position will focus on developing and leveraging a variety of corporate and ORISE opportunities. Major business development (BD) activity areas include networking and developing relationships with key customers and partners, developing win themes, capture planning, coordinating and writing technical proposal sections, coordinating on cost proposal elements, and coordinating production activities. It will also enhance ORAU's market position by leading and supporting business and proposal development teams in collaboration with the Vice President, other managers, the ORAU Business Development Office, teaming partners, and other ORAU programs as required.
ESSENTIAL JOB FUNCTIONS:
Lead Health Communications & Technical Training (HCTT) programs proposal team activities, including competitive strategy, information gathering, developing win themes and capabilities statements. Write technical proposals in accordance with industry and ORAU standard proposal processes. Work with other proposal team members to develop technical elements in accordance with requests for proposal (RFP) specifications. Oversee graphics, lay-out design, and production activities to create high-quality print documents, web-based, and electronic (CD) competitive proposals.
Conduct positioning and marketing activities. Develop competitive/capture intelligence. Network and provide presentations and pitches to current and potential customers. Develop white papers, statements of work, and cost-estimates for new projects and programs that leverage and highlight HCTT capabilities. Develop and implement business cases and strategies for grooming new opportunities and capabilities. Establish, maintain, and manage relationships with strategic business partners and consultants.
Lead specific project teams with a focus on leveraging capabilities to expand HCTTs portfolio of ORISE and corporate projects in emerging growth areas. Serve as relationship manager with selected key customers and teaming partners. Provide consultation during concept development, planning, implementation, and evaluation phases of new and existing projects that expand program capabilities.
Support the HCTT Director with special BD and marketing-related projects.
OTHER JOB FUNCTIONS:
Lead and support projects and systems for gathering and reporting information regarding HCTT health education and training marketing and development opportunities. Support company-wide projects to design and document new ORAU competition/proposal systems. Provide coaching, mentorship, and guidance to other proposal staff.
Coordinate, provide input to, and perform quality control/assurance for proposals, project documents, marketing materials, and creative products, and other marketing materials.
Bachelor's degree in Communications, Marketing, English, Business, or related discipline and more than 10 years of job-related experience. Master's in Public Health, Instructional Design, Education or Communications preferred. Must have knowledge of health communication, preparedness and technical training business lines and federal customers. Must have professional level editing and writing skills. Must have proven consulting and business development experience. Must have experience developing complex proposals for a variety of types of government contracts. Must have project management or team leadership work experience. Must have experience working with collaborative platforms for project management activities (Sharepoint desired). Must have the ability to work in a fast-paced environment and manage multiple projects, customers and priorities. Must have experience developing plans, procedures, and work break down structures (WBS). Must have the ability to lead teams in writing winning technical approaches and in leading proposals that require multiple authors both internally and externally. Must have the ability to deliver professional presentations to senior officials and proposal decision-makers.
