PURPOSE: To locate qualified sources and develop contracts for a wide variety of Professional Services. To award and administer federally funded contracts for a wide variety of services involving high level technical and professional experts, as well as acquiring equipment to support operational and programmatic needs.
ESSENTIAL JOB FUNCTIONS:
* Contracting: Assist requisitioner in developing/editing statement of work, evaluation criteria, justification, etc.; determine potential sources, prepare Requests for Proposals; examine responses, resolve inconsistencies and perform evaluations (technical, price, cost); negotiate best course of action; prepare Foreign Ownership, Control, or Influence (FOCI) package, Organizational Conflict of Interest (OCI) package, and contract package with contract analysis, recommendation, and all documentation to submit to DOE for approval.
* Contract Administration: Represent the ORAU/Oak Ridge Institute for Science and Education (ORISE) with suppliers; monitor contract performance; resolve any problems with suppliers, requisitioners or others; determine need for amendments and issue accordingly; coordinate arrangements for return of demo/loaner equipment.
* Procurement Policies, Procedures, and Practices: Explain and interpret policies and procedures to requisitioners and suppliers; recommend changes in procedures and practices when appropriate; arrange or recommend service or equipment demos when appropriate.
Bachelor's degree in Business or related field and two to four years job related experience required. Experience with developing written requests for proposals and contract documents with precise explanations and instructions; recommending contract awards and security approvals using various federal regulations, and writing contracts for services in accordance with Federal Acquisition Regulations (FAR). Must possess very good verbal and written communications skills. Must be skilled with Microsoft Excel, Word, PowerPoint, Outlook, and Project Management. Problem solving abilities required. Must be detail and deadline oriented; flexible; possess good team building skills; be able to manage multiple tasks; and possess ability to draft concise, clearly written documents. Certified Professional Contracts Manager (CPCM) desired.
