Recent coal ash spills in Tennessee and Pennsylvania have heightened awareness of the need for effective strategies to address the byproducts of coal combustion processes. A new research opportunity funded by the Tennessee Valley Authority (TVA) and managed by Oak Ridge Associated Universities (ORAU) has been established and a call for proposals is announced on these pages.

This solicitation is intended for basic and applied research on:

  • alternative ways to contain, handle, and process coal combustion products (CCPs)
  • characterizing the properties of CCPs to enable more of them to be reused
  • the effects of coal fly ash releases into the environment

Products expected from this research include peer-reviewed journal articles and/or bench-scale or prototype demonstrations.

In a future announcement, ORAU will solicit commercial proposals for the beneficial reuse of coal combustion products (CCP) under a second Request for Proposals to be issued at a later date.  That solicitation will request proposals for the use of fly ash, bottom ash, Atmospheric Fluidized Bed Combustion by-products, and flue gas desulphurization gypsum in new products and processes as well as in conventional applications.  The future solicitation is not intended to support basic research in CCP utilization.  The evaluation of commercial proposals will include, but will not be limited to, a consideration of: technical merit; overall financial benefit to TVA including revenue and avoided cost; the stage of development of the proposed technology or process beyond proof-of-concept; and the proposer’s ability to demonstrate a market demand for the product or process through the development of a business plan.  ORAU will provide a schedule for the solicitation as soon as it is available.
