The NRC Enforcement Manual is designed to assist the NRC staff in implementing the Commission's enforcement program. It is intended for internal use only by the NRC. As such, failure to follow the guidance in this Manual does not invalidate an enforcement action.

The Manual contains procedures, requirements, and background information that are essential to those who develop or review enforcement actions for the NRC. This Manual provides guidance consistent with the "General Statement of Policy and Procedure for NRC Enforcement Actions" (Enforcement Policy), NUREG-1600.
