Phil Andrews

Chief Financial and Business Operations Officer

Chief Financial and Business Operations Officer Phil Andrews joined ORAU in August 2007 and oversees all ORAU financial, facility, communications, and business support services. He provides executive-level leadership for the operations of four departments including the development and implementation of policies and procedures in the areas of financial management, procurement, communications, public relations and marketing, and facilities and transportation. He also contributes to strategic planning for the corporation and directs the strategic planning initiatives of Business Operations. In addition, Andrews serves as the ORAU staff liaison to the Finance and Audit Committee of the ORAU Board of Directors and as treasurer of the ORAU Foundation.

Prior to joining ORAU, Andrews worked at Boeing in Oak Ridge for 26 years. Most recently, he served as Boeing’s Commercial Airlines program manager/government and community relations manager where he was responsible for business development, leading commercial airplane and leading government and community relations and activities. Andrews also served as chief executive officer and plant manager of the Boeing Oak Ridge Facility on three occasions.

Andrews was previously an internal auditor for the University of Tennessee, responsible for audit oversight at both the Knoxville main campus and for the University of Tennessee systems. He also served in an internal audit role for the State of Tennessee Comptroller’s Office in Nashville.

Andrews serves on the Roane State Community College Foundation Board (RSCC). He also serves on the Board of Collaborative Composite Solutions Corporation (CCSC)/Institute of Advanced Composites Manufacturing Innovation (IACME) as part of the Audit and Finance Committee. Andrews is also a part of the Oak Ridge Chamber Board nominating committee.

Andrews received both his bachelor’s degree in accounting and his master’s degree in business administration from the University of Tennessee, Knoxville. He is a Certified Public Accountant.
